The support that the majority of agencies provide to local organisations is with strategic planning or evaluations. In our experience, many local and even international NGOs struggle with other day to day problems that need urgent solutions.
Some organisations have grown around one or some charismatic individuals and have attracted considerable donor attention. The organisational forms and functions have however not kept pace with this. This may lead to organisational confusion and conflict and to weak implementation, in spite of a great programme philosophy.
Long term funding agencies see some of their local partners struggle with managing and improving operational performance. They would like to offer help in strengthening planning and review, but do not have the mandate or capacity to intervene directly.
